In 2015, China will once again deepen the reform of the housing system

Since 1998, the State Council issued the notice of the State Council on further deepening the reform of urban housing system and speeding up housing construction, which has realized the great transformation of urban workers from welfare housing distribution to solving housing problems through the market, and the real estate market has basically formed. Today, 20 years later, we are once again deepening the reform of the housing system. According to the analysis of people in the industry, the reform focuses on affordable housing, and two types of affordable housing systems are implemented according to different objects. According to the level of family income, the housing market system of "government led, market participation", "market allocation, policy adjustment" is launched respectively.

Compared with the housing system reform in 1998, the focus of this housing reform may be on housing security. This is not to say that there is a lack of housing reform policy in 1998, but the implementation process overemphasizes the role of marketization and driving economic growth. In fact, since 2007, we have been paying attention to housing security.

According to the data of the National Bureau of statistics, in 2014, the national real estate development investment reached 9.5 trillion yuan, more than 26 times of 1998. Among them, the investment in housing development is 6.43 trillion yuan, accounting for 67.7% of the real estate development investment. The new commercial housing sales area and sales volume were 1.2 billion square meters and 7.6 trillion yuan respectively, 10 times and 30 times of 1998.

Ni Pengfei believes that we should establish a housing holding system with both rent and sale, including the target system of "renting houses mainly in big cities and mega cities". For example, for urban low-income and lower middle income families with housing difficulties, we should solve their basic housing problems through public rental housing (low rent housing); encourage enterprises to hold rental housing for a long time and provide affordable rental housing to the market; establish a system of linking leasing and sales.

Zhu Zhongyi, former vice president of China Real Estate Association, believes that for some cities with greater consumption pressure of new housing, both physical subsidies and monetary subsidies can be adopted.

In fact, after the housing reform, it will bring more housing benefits to the residents, and the final goal is not to solve the problem of real estate consumption.
